DEFRA Confirmed on 10 November 2006 that a new Climate Change Bill would be launched in the Queen's Speech.
Now we want to make sure we get the proper Bill one that actually works. To be effective the Bill needs to include a system of annual targets and scrutiny procedures to check on progress. We also need an independent body to set, monitor and enforce these targets.
